I would like to know whether it is possible to use a variable resistor in a chiller circuit in order to change the cooling capacity of the chiller? Also, is there a minimum voltage which should not be passed or does the compressor just stop working at a certain point?

you can not change speed of an AC Compressor motor by different voltage. When you have 3 phase motor, use an frequency modifier, if its single phase motor its really difficould.
Resistor will not work at all!
You can build in a sort of valve that lets you change refrigerant flow in the chiller, that means temperature and cooling capacity can be changed.

ok, thx for the reply but how does then the temperature input in an air conditioner work? As in an air conditioner you have a temperature delta of 1C so you can increase/lower the exhaust air temperature by 1C.

It's called a thermistate it cycles the compressor on or off as needed. Best way to control load on a chiller is hot gas bypase to simulate load to bring temps up, or in other words re reduce the capacity of the compressor.
