I'm wondering if my Athlon 6400 could be a bottleneck?

it will only be a bottleneck at low res once you start pushing to 1680x1050 etc. the cards will still bottleneck the FPS

Get that chip to ~3.4Ghz and no bottleneck for you(but i seriously doubt you would be much bottlenecked even at stock).You do intend to play at >1280x1024 resolutions?If yes,you are just fine.

I'm running 3436 on my CPU. Mem at 860 -- 4 4 4 13. Could the mem be a bottleneck?
higher mem will surely give a few more points at least in 3dm06.. x2's (at least mine ;) ) profit a lot from higher bandwidth.. i get the same benchmark scores at 3,2ghz ddr1066 as with 3,35ghz ~ddr860.. you could just give it a try if your mem's capable of some higher clocks I think..

Nah memory isnt bottleneg, DDR2 800Mhz is good enought for allmost anything (ofc you need alot of it like 2-4gb in vista).
I think even PCI-E bus comes bottleneg before DDR2 memory.

There is also Hyper Transport to confider.
Your AM2+ board is running in "legacy" mode HT1 with X2,with Phenom you'll get
more HT bandwidth (HT3), but you wont get anything over 3.00GhZ unless you wait for the B3 revision;)

And stock res is 1024x768. If he's playing on a res high enough to justify 2 3870x2s, then I don't think his CPU will be the bottlecap much.
