problems connecting to some ftps

I am using a dlink di604 router
i cannot connect to some fts

when using passive mode
227 Entering Passive Mode (192,168,100,210,19,61)
Data Socket Error: Connection refused

without passive mode
150 Opening ASCII mode data connection for /bin/ls.
426 Data connection closed, transfer aborted.


If i connect my pc directly to the cable modem it connects very well

Ive enabled DNZ for one of my pcs
still no luck
also opened port 133,135,153 for ident

when useing passive mode the ftp cleint/server connection uses random low ports, to correct this problem open a port range, ie 1-5000 so it can assign ports.
