It took me lots of efforts to get that one CPU from Canada. I am trying to find a second one to complete, but there isn't simply any stock.

I guess Q6600 at 1.8GHz will have even lower TDP. There is nothing special about 55W at 1.8GHz
I know how exciting can be the idea to have "server" hardware, but , unfortunately, it rarely really justify itself over
"normal" desktop stuff -performance wise. Not in this case for sure.

No but if you want betters arguments just take the ACP white paper.
AMd doesn't say Intel tdp is false but that there is difference on the platform level:

TDP. Thermal Design Power. The thermal design power is the maximum power a processor can draw for a thermally significant period while running commercially useful software.
Max power that can be sustained for a significant period is not the same as max power that might be induced from an extreme tool like Intel TAT.
