Long story short, its a research document on possible ways to use the cell processor to do shader effects and help take on some of the burden for graphics rendering. Very nice read if you have at least some understanding on how rendering works.

wasnt that the original purpose in even putting the cell processor in the system?

So many people bash on the PS3 as being weaker than the 360 because of its inferior graphics card...well IMO the Cell engineers aren't stupid, and the way the system is designed it doesn't have to rely on the graphics card as heavily. Having that kind of power and flexibility for parallel processing I'm sure it can handle some of the load on its own and do things the other consoles could only dream of.
