Anyone have this problem before? I am sure I should see bios or something when I turn it on.

It might be the PSU, but your card should just drop into power-saving mode, not refuse to work outright. The Antect Earthwatts series is not intended for performance computing, and due to the lower amperage on the 12V rail will be struggling to put out stable power when your machine is at full load, as well as running very close to the units max rated output, meaning your PSU will be running hot and noisy. For the sake of your hardware, I'd get a better PSU, something like a Corsair HX620.
Can you test the vid card in another machine? Do you get any beep codes when you boot up?
