Usb Problem

Having a small problem with my computer really confused what it could be so thought id ask here.

Ok so any usb devices i.e ipod, phone etc into my pc (doesnt matter if its front usbs or ones on mb) the devices are only detected as unknown devices until it is rebooted and then they appear as devices.

Does anyone know what could cause this?

Is the Plug and Play service started in services.msc?

This would be a software problem and not a hardware problem.
