I'm going to be using this stuff for tubing:

Primochill Red Tubing - 1/2" ID, 3/4" OD
https://www.jab-tech.com/product.php?productid=3524

But this time around I think I'll need to use some Coolsleeves. Can I safely use
the 5/8" Coolsleeves on 3/4" outer diameter tubing?

Are there any risks or dangers?

Other than breaking the coolsleeves, not really. Although, that's one hell of a bend if you actually need to use coolsleeves on 1/8" thick tubing.

coolsleeves is the biggest whore to work with with 5/8 as it is.

I wouldn't really worry about bends with the primoflex stuff. It bends pretty decently.

I dunno if Swiftech stuff is the same as coolsleeves, but I can easily get the 5/8 sleeves over 3/4.
