it depends greatly on skill and history.
It can range from 26k to 500+k

You don't, those jobs are only GIVEN to people who show sufficient talent and skill while working for other companies OR Open source projects. Aka only if you make a name for yourself as a good programmer
If I remember right Linus Torvalds (look wikipedia if you dont know who he is :D) was offered 5 million dollars a year for a full time job or 500K a year just to do occasional work in his free time.

most php starting jobs in NYC are around 38K, mid-level around 60-70K, senior level, 80+K

in the US, the range is like 0$ - 65,000$ for the majority. A lot of unemployed PHP programmers out there. If PHP is *all* you know, your probably going to get 0$. If you know other languages/platforms, the salary range increases.
Also, pretty soon you can narrow down your list of countries for medium php hacking to India and Malaysia.

average i've seen in eastern US is about $45,000/yr for newbies and $75,000/yr for senior developers.
