FTP software?

Can someone please recommend a good FTP software to set my own FTP.

I am not talking about free FTP software that allows me to up and download

"smart FTP"

but software that I can set up users and FTP folders.

Any help?

Another that you can use, although it does cost, is BulletProof. Ive used it off and on and isnt to bad really.
