My pc cannot BOOT up.but i saw Led on motherboard light up.I take out everything such as rams, harddisk, and everything left cpu and motherboard only fails to boot up.I even test wif my new psu, coolermaster extreme 380w and it fail to boot up.

Whats wrong wif it? Any idea? could it be motherboad failure or cpu failure?

Here are the specs

Asus P4P800E Deluxe
P4 2.8GHZE
Kingston 512mb x 4
Seagate 80gb Pata
Nvidia FX 5500
Coolermaster 380w Extreme

It's not likely to be the CPU...Try booting with 1 stick of Ram and immediately go for BIOS by holding down DEL key...Also, try swapping PSU for a known good one.

But my cpu fan not spinning.
Now that's a major problem. One of 2 things at fault:
1- Bad mobo
2- Bad PSU

Remove GPU and see if fan spins...That will reduce the load on your PSU...I'll bet the PSU is at fault. Double check all your connections. The Mobo will power up with PSU. CPU and 1 stick of Ram, you'll here beeps telling you Graphics card not installed. Report back. You can also check your PSU by taking a paperclip and shorting the green wire and moving over 2 spaces to the right and connecting to black wire. That will turn your PSU on. Also make sure you have properly connected the mobo header pins.
