I lost my voltage regulator on my 9700 pro

Ok, I was gonna remove the heat plate on my 9700 pro when i noticed the volt regulator chip (I think) was missing. I found it shortly after glued into the heat plate... Here is a pic :

It will be hard to solder the chip back on because the pins are cut almoust inside the chip.
Is it safe to run the card WO this chip?
