I’ve been offered a Core Duo T2300 ES and the seller claims that it’s an unlocked version. Is this possible?

I should have made it clear that I realise that they are all unlocked below the default multiplier due to Speedstep; but, he’s claiming that it’s totally unlocked. Is this possible?
