Crappy OC on 3.2e

hey im new to this forum, so hi to all first

now to business, i have a 478 3.2e and im not getting a good oc on it
my rig is as listed

skt478 3.2e prescott custom WC 36c @ load
p4p800se bios 1012 beta
mushkin xp lvl2 v2 2/2/2/5
radeon x700 pro
ultra 600w PSU

all im gettin is a max of 3.6ghz@16x OC and 3.5@14x ive run a 4/5 divider
the most i was able to [post and partially boot into was 4ghz. it would boot
to welcome screen then flash blue screen and restart.
any ideas and suggestions would be greatly appreciated thx
