all Intel cpus, fully unlocked multi, thoughts

ok, if there was a topic on this sorry but has anyone tried to seriously inspect and test cpus for possibility to unlock multi up and down?

That was not a problem with old AMD cpus and even some A64 (except FX) were shipped with fully unlocked multis (some with 1x up than stock). They have caps though around the chip itself whereas Intel has them on the back. So could it be possible to do that with Intel cpus? Or they are totally impossible to unlock?

I guess w/o required hardware and pretty much knowledge(or some info from insiders) what to do with registers etc. it`s impossible.
