Max FSB for Semprom 2300+

I'm Trying Pushing my semprom, but the mult is locked, and can't pass the 210MHz FSB, using 2x 1GB Corsair Value, 1:1, A7N8X-E Deluxe, AIW 9700 Pro, Thermaltake Pure Power 420W and thermaltake silent boost, Vcore = 1.72V

will try the mem and fsb test, but my multi is locked at 9.5, neither up nor down
