I don't wish to remove my motherboard to mount the CPU block. Does Storm or TDX require mobo removal for my rig?

Yeah, they do.
At least the first time you install...the stock heatsink mounting bracket must be removed and the studs inserted from the rear of the motherboard.
Unless your motherboard tray already allows access to this area (unlikely) I'm not sure how you could accomplish the install without removing the board.

As far as I understand, with A64 939 setups no removal is required.

All that is needed is you take the 2 screws out and remove the black piece, then put the 2 all thread in and make tight, then put the whole thing together.

On the TDX i just use my yellow mountin bracket, take off the top piece which usually clips on the HSF and just sub it w/ the TDX.
