so i bought this on ebay, has an issue. what could cause this? I cant test to see if i have the issue since I dont have a pcie mobo. :(

it isn't a real card.. so how could it have ever worked in the first place?

what do you mean "not a real card", i know it didnt come from nvidia but it is very much a "real card". dell sold them and msi had some too.

ok, it is a spin off card.. that is PCIe and you don't have PCIe and you are wondering how to test it for an issue that you are not sure what it is.
edit: the 6800GTo was a Dell only product.. MSI has no listing of it on their site

A: It was not overclocked at all. Most of the time that I booted with the drivers active it would act up, sometimes it would work for days. BSOD on boot NV4_DISP is in a loop.

A: sometimes I got a BSOD saying that nv4_disp was in a loop. Sometimes I got screen anomolies. Sometimes it would boot ok. If I choose VGA mode in boot up it would open windows, but if the drivers loaded it did not work all the time."
im looking for causes please.

Easy, windows and the driver don't play nicely together.
edit: and there is absolutely ZERO 6800GTO support in the 80 series nVidia drivers

thats one..... are you ruling out cause by the actual card?

90% of all computer problems usually involve the operating system failing or being unable to function perfectly. the only way to rule out a software fault is to actually test of Card.. either by putting it into a working system or taking spec data and measureing it with a multimeter
