coldbug= cpu does not perform well under a certain (very low) temperature. unless you are using at least phase, dont worry about it.
stepping= a code printed on the heat spreader of the cpu which designates things like where/when manufactured, retail/oem, core type, etc. certain steppings of certain cpu's overclock better/worse than others. for example, with an opteron s939, you dont want to get a stepping starting with the letters "CABGE"

the best consumer cpu amd makes is the dual core fx60, for around $1200 usd, tho i could be a little off.
my cpu is dual core and runs a decent amount faster than the fx60, but it is overclocked. and only has 512k l2 cache per core. and costs around $300.
good luck

i dont know where you can find something like that, they prob exist somewhere. but new steppings out all the time. overclockers.com has an overclocking database that includes steppings. but if you google a specific stepping, you can find out all about it. or if you have a specific cpu in mind, start a thread asking what and where you can get the best steppings.
good luck
