I'd go with the silencer since it dumps the heat out of the system.
Can you link me to the 1.5V bios mod on the GT?

The first cooler you've shown in pic is a rebranded Vantec iceberg 5.
I had that on my 7800gt before but swapped it over for a Zalman vf-700-cu and it dropped my temps another 10*c
Arctic is good but Zalman all the way:)

I own:
nv silencer 5 rev 3
zalman fatal1ty
zalman cu
zalman alcu (on a 6800)
fatal1ty isn't worth the money. Cu is great. Silencer sucks. You HAVE to use the thermal pads for ram because the base is 100% flat and the ram sits lower on the pcb than the GPU die. and I ended up ruining the pads. I couldn't get good core contact with the pads either.
side question> Has anyone gained from good air (zalmans?) to water? I can bench 594 core at 1.8vgpu on COLD air and was wondering if ice water is worth the 100 dollars for 2x maze4 + shipping.

i got about 5mhz on 1.5v, from 500 to 505 or so. I'm sure that it would let you raise the volts a lot though, so it might be worth it anyway.

I see that saving for water cooling is a option so my suggestion is that you go with that.
I had the Artic cooling silencer and it's really more to quiet the card down than to give (significantly) better cooling than oem.

tbh, i don't think there's much point replacing the stock cooler. Maybe i was lucky, but mine kept me down to about 35c idle and 55c load, which is pretty chilly compared to my old 6800.
My only reason for watering was silencing, really. For better performance, there's no point changing unless you're running high volts, imho.
