Pardon my ignorance, but i've been away from intel's for a bit, but do some of the newer p4's have unlocked multiplier? and if so, when did this start?
no, they are not. 3.4 and 3.6Ghz have 14x unlocked if I remember right.
I have no idea about EE chips and E chips but dothan (Pentium M), for example, has all multis unlocked below default.

the new dual-core extreme editions have fully unlocked multis (14-60x)

The ESes are downwardly unlocked too. As are Xeons.
