The internals of a dehumidifer aren't any different than an AC unit, it's just has different condenser and evap locations.

Temperatures with reasonable load are between -10C and -40C depending on how much money you put in to it and how well you designed it. That being said if you charge with multiple refrigerants, phase separator aside its still an auto cascade in my terms, then you can get much lower -50C and lower. Also take in to account the compressor size.
