Fit the 4pin molex reverse .

edit .

if u have a cable like this . connect the D fan , and then plugin to psu at half volts [reverse]

You can rewire molex plugs for either 5v, 7v, or 12v operation. You could even make a simple little switchbox to allow all of them.

you can just change the cables at the molex, or were you connect it...but warning in conecting another thing there...it'll blow.

Or try Sunbeam Rheobus Fan Control, the best fan control for Deltas...Mine powerered 4 Deltas, each of the 4 lines can power up to 25W.

25w is a bit less than this fan pulls.

3.0A @ 12V = 36W

I would just rewire the molex on the fan tail.

Standard molex configuration in order:

+12v (yellow)
Ground (black)
Ground (black)
+5v (red)

For 5v operation, move the fan's 12v wire to plug into the 5v terminal. For 7v operation, move the fan's ground wire to plug into the 5v terminal, 12v-5v=7v.

Some psu's cant start the fan at the 5v [tagan 480 cant start my sunons 12cm at 5v , ocz 520 powerstream can. ] so the solution of 7v is the best i think if u dont have a custom rpm adjuster with a trimmer .

Two channels on the sunbeam could handle it. I'm not sure how to wire it, and you'd probably have to keep the pots at exactly the same setting.

On second thought, don't listen to me.

Yes, ignore that. Also, most Deltas are rated to start as low as 4v, they should work at 5v no problem.
