Can all volt mods on a video card (say an ATI X800, for example) as opposed to a motherboard be performed using SMD Grabbers?

I don't see why not.
Buy a pair and see if they make a secure grip to the legs of the component.

smd's are the same on vcards as mobos arnt they? so i cant see why it wouldnt go both ways

I agree. You could buy the mini-test jumpers at Radio Shack for 3.99. just to get an idea.

can you link to those please? All I can find at Radioshack online and in-store is the test lead kit with smd grabbers included for $15.

the ones they sell at Fry's do, and they are a little expensive, but they are very fast and work pretty well.

As long as the pins on the thing you are trying to connect to are big enough, grabbers will work fine. With X800's, you should be able to use grabbers for the Vdd/Vddq mods, but the pins on the Vgpu regulator might be too small to use grabbers on.

yes that's the one.
now I don't know exactly what the chip on the card looks like, but I've used the mini test jumpers on the old HIP6301 voltage controller chip (older mobos) without any problems.

should work, but wouldn't it be more sensitive to mucking about in the case? i mean, it has to suck to knock a v-mod loose...
