LV ES's? ES's have always been shaddy in terms of OCing from what Ive heard over at the 2cpu forums. Actually, come to think of it, I can't remember anyone reporting good OC's with ES chips. Xeons anyways.
Check the normal stuff though. Watch your vcore in windows, make sure it doesnt jump around too much. Might need more cooling on the VRMs. Make sure all your voltages are withing the +/- 5% (I like mine much tighter).
3.2ghz seems to be the avg clock limit for the 1.6ghz LVs. Didnt think it was for the average 2.4ghz LV though.

for dualies you want at least 500Watt of a GOOD psu. for example a 520 W OCZ Powerstream should be alright. but i think its the psu that is limited you.

I have my 1.6LV xeons @ 3.25Ghz on a PC-DL with a 460Watt spartkle PSU.
It runs GREAT :D
It would do 3.3Ghz when i take it out of the case.
I only have a single HD and a VERY old Gfx card with nothing else on the system.
A dedicated cruncher

I always think power/PSU problem with hard freezes. Maybe RMA the PSU or try another?

I think alot of people say this is one of the best PSU's for the money/performance ratio:

You may want to consider testing the LVs individually & put the faster CPU into Socket 1.

thanx for all of your tips, it's leaning toward buying a new psu
