Well I was woundering if I con over clock my moniter to get higher refresh rates.

You can do it through screen properties cant you, just get it to show refresh rates that it doesnt support and then set it, this could mess up your screen big time though i believe.
yeah, you run the chance of messing up your screen, i reccommend tht you dont do it

WELL 60hz on 1280 by 1024 isnt to good

It may simply be incapable of displaying anything higher.

Not really, it won't force your monitor if the monitor doesn't want to. Power Strip is the only way to really force the monitor to run higher then the frequency it's hardware says it can run. Windows will claim it's running faster, but if you have a monitor capable of displaying the refresh or you measure it externally you will see that it's still only running as fast as the monitor wants.
