Can I mak it turn off

OK my mother board will not do a soft power off I always have to get behind my desk and flip the switch on the power supply.

Things i have tryed
Holding the power botton for 60 secconds :fail
turning off aspi : fail
yelling at pc :fail
over heating it to the shutdown temp : FAIL
replace psu : FAIL
Took out all pci cards : FAIL
kick tower : FAIL

good my pc works fine but when i hit the shut down it goes in to a s1 stand by video card turns off but fans go and cpu is on but when i move the mouse or touch the keyboard nothing happens

try re-install windows if problem persists ...
