I want to know if this is really safe to apply between the socket and cpu.
I seen this at a review and it was really messy(esp. with thick white chunks.)
Can it only be applied on top of cpu?

dielectric grease is supossed to cover the pins on your cpu, it reduces the air spaces and helps combat condensation. its not conductive, it does look messy but its harmless so u can apply it any where (with in reason ;))

Silicone is different and will dry to be hard, di-electric grease is awesome stuff and like said ^^^, it can be used anywere and can be used for insulation as well.

Silicone can be grease also. It's called silicone compound and I work with this everyday to isolate outside network connectors.

I've never heard of silicone grease, just silicone conformal coating.
