Right click some empty space on the task bar and select "Task manager". In the "Processes" tab, locate the program that has the highest value in the "CPU" column - ignoring "System Idle Process" as that one is supposed to be high (or as high as it can be) and then terminate it or just tell us what the program name is so we can work out what it is.

:)

Thanks for the help Timko but everything in task manager reads 00. Turned off all unnecessary processes, also doesnt help. This is a fresh install also. no programs installed what so ever. Just chipset and video card drivers.

Unplug the network cable and try reformatting again...

Sounds virus-like to me.

even the system idle process reads 00? re-install windows again....or try a different batch of drivers for your graphics card.

I don't know if this has any bearing on your problem, but something similar happened to me. I relocated Audigy2 to a diff PCI slot.

where do you read the cpu load ? if the task manager says it's 00%, it IS 00%.... end of story. I'd rather blame this on a crappy application than on a virus.

Neo2 has problems here. I had the same issue. It is the PCI card. I changed slots and issue was gone... before trying that, i reformatted 5 times in 1 day.
Verify with a different type of task manager called procexp.exe. It will show the CPU util being taken up by hardware interrupt requests. Change the PCI slot and the issue is gone.

It may be a virus problem.
