Is there a way to lock the multiplier @ 14 on this board? :)

might want to edit the title, it says fsb and not multi. also, could you elaborate on the problem+setup, i'm not quite sure whats going on

There is no problem, I just want to lock the multiplier @ 14.......

You can with a 660 (3.6GHz) since it lives up to the power guideline "04B" wich is required to take advantage of CPU LockFree.
