Well read the topic title, what kind of artifact am I dealing with here? (not my comp)
He OC'd his machine's GPU and MEM and now after running AM3 he has these green lines etc running over his screen. A reboot fixes it but I'm 100% possitive it's OC'ng to far (to much heat) so what kind am I dealing with here? He's off line now so I need to mail him to reach him or wait till tomorrow to speak to him but could you guys give me a heads up?

almost certainly memory
try it yourself on your own 9800pro. open up atitool and rthdrilb, and push memory past 400, or whatever your max is. at first you will get slight texture distortion, flickering lights, light halos, and then total corruption of the whole screen (including desktop, with horizontal/vertical lines... this can also occur if you accidentally cut/short-circuit any of the 256+ memory traces on the board.. i found out the hard way.
