Today I ran my 6600GT @ 540/1160 with CPU @ stock and scored almost 9k, would Extra CPU mhz help me get into the 9's and maybe even the 10's?

Extra CPU almost always helps, it's just a question of how much.
What CPU do you have now and what's it clocked at? It's hard to say how much it will help you if we don't know where you are now. ;)

^^^ My card can do maximum 630/1250 in 3Dmark2001 all tests but Nature, and 3DMark03 it artifacts in Battle to ProxyCon it will artifact at 615/1200
CPU on this computer is 3000+ Winny that can do 2.4ghz (Maxxed out Vcore... horrible clocker)

anything overclocked usually hapls, how much is the depending factor. How close are you to 9K? Raise it a little each time till u find where u can run it at.

For 03 cpu and single mid range card such as the 6600GT only really helps in GT1. However in GT1 you only get about 7-8 points per frame so for 03 you are far better off going for increased card clocks.
However if you get Sli or as the newer gpu's come out cpu will come more important in 03.
