Ok i am a tottal noob when it comes to watercooling, and am looking to buy my first water setup ..i will be buying a kit to start out so i was wondering what the best kit i can get is for about $250 ..the cheaper the better ..i have a couplke in mind already so tell me what ya think..

twk, the corsiar and the swiftech are the same thing. the corsair kit is made by swiftech. the only difference is the choice in fan and the corsair kit as a slightly low internal pin count inside the waterblock. other than that the parts are exactly the same..
but in any case that is, imo the best kit currently sold for a single waterblock setup.

I like my whitewater setup. It's $189.99 if you choose whitewater block and you can spend the leftover case on some fluidxp+ if you want.

I doubt it.
Maze4 vs MCW6000 = Lose
AC Hydor pump vs DC MCP350 pump = Lose
Every other part is nearly the same, so I'd go with the Corsair kit of those choices (it's $20 cheaper than the essentially identical Swiftech kit).
However,
A similarly configured DangerDen kit with:
TDX, MCP350 or 650, BIP, HDPE reservoir, 8ft ClearFlex tubing (probably no worse than what's in the Corsair kit), Sunon fan costs $217.84 and would be a better alternative than the Maze4 kit. You could replace the BIP with a double heatercore if you have room, save $15 (making it only $10 more than the Corsair kit), and have better heat dissipation.
Either one is a good option. I think it really comes down to two things. Noise and expandability. If you don't mind more noise than the Corsair kit, two high CFM fans and the 650 pump with the heatercore will surely outperform the Corsair kit. It is also really the only option if you are going to watercool the GPU, as I don't think the BIP radiator could handle the CPU and GPU, but the heatercore could take all that and more.
But if you do just want a quiet CPU cooler, get the Corsair kit and you may consider replacing the fan with a quieter one if needed.

The Corsair(Swiftech kit is a good buy) i just installed it in my new case to replace my 1/2" ID setup. It performs really well and matches my old one with a BIX radiator. Probably the best thing about this kit is that everything is there ready to go and theres nothing that really lets it down :)

now the only thing im confused by is what is better ..1/2" OD Fittings or 3/8" OD Fittings?

use the 1/2inc OD fittings with the 3/8 tubing.. it will stretch it and be kinda hard to get on but it wil increase your a little bit with no extra cost to you and it will help ensure agianst leaks.
EDIT: btw you essentially set up the exact same kit as the swiftech and corsair one save the res...
any reason why u did this?

eh its gunna be like $250 when its all done ..not to bad for better tubing and kewl res...also im gunna use distilled water and like 20% Anti Freeze to prevent growth

$60 more than the Corsair kit for different tubing & res? You could buy a second res & more Tygon tubing for less...
The only reason to not get the Corsair in your case is to get a better radiator...which you're not doing.
Also, the acrylic reservoirs are more prone to cracking than the HDPE ones. Then again, some people have leaks at the barbs of the HDPE ones.
Oh, and if you're getting the MCP350 pump, there's a new very innovative HDPE reservoir here:

The pump installs into a single 5.25" bay with the reservoir. I think it's very interesting.
My only concern with it is it looks like the inlet would disrupt the flow of water to the outlet, but then again, there could be a divider down the middle of the reservoir to prevent that. Anyone know what the inside of these look like?

well im going with the 1/2 barbs now so im getting the MCP-650 and il take my chances with the clear res ..tho i know alot of people just use T-Lines ...lol sorry for being annoying but ireally wanna do this right and have a sweet system

I'd personally recommend getting a kit, even if it's a diy type kit, from a single store...even if it's a touch more, if it's a good store, they'll tend to help you out a lot more...
The L35 is good, but like the L30 it's a hot running pump...airflow on the pump is a good idea...
I know the 1250 is massive, but then it's quiet and cool running and lasts with less reported grief...I've had both and tho the 1250 isn't easy to find space for, it's the better pump...dd12v is just too noisy, you can lower the voltage to quiet it down, but then you lose flow...
The Swifty block is great, can't go wrong there...
That heatercore is fgugly, but effective...thermochill is a little better, but more money, so if you're hiding the rad, the heatercore is fine, but i you want show AND go, just get thermochill...
Tubing is a little funny...everyone says 'get 1/2" it's better' and all that, but flow loss is minimal, and translates into negligible temp increases(I've had both, and 1/4") and 3/8 is SO SO SO much easier to route, and less likely to kink...If you want the BEST result, 1/2" is the way to go, but it's not that much of an improvement in temps, seriously, I'd use 3/8" every time now...
A bay res is a bayres is a bay-res, so as long as it's a split res, like that one, bubbles won't get recycled, so it's cool...fgugly but it works...Tube-res's are a lot prettier and don't cost much more, considering the overall cost, and look way cooler..

well what it all looks like does not matter to me .. i just want effective cooling .. and the Dual Heater Core from everything ive read and seen is better than a Dual Thermochill ..also the res is ugly but that doesnt matter to me the reason i will not get a Tube Res is becuz they are made of acrylic and they are more prone to cracking..saw this first hand and my friends house yesterday.. and yeah im still strugling on what pump to get...have to do some more reading
