How do you "install" flashrom?

Well I downloaded v2.27 and I have 3 files. a .rom a .cgh or something and a .exe file. Now what do I do with these? I formatted a diskette, put those files on there along with my 9800XT bios but when I reboot it say's:

Please remove disk and press any key

so i'm kinda confused on how to use it. I tried copying the .rom and the .cgh + the bios but still the same error :s

you need to format that disc again, right click the floppy icon in my comp, click format, and check the option that says create MS-DOS starup disc, and then click format. Then put all the files on the disc, and you will be able to boot from it
