Antec True Blue 480W PSU. My main concern is the the 12V which fluctuates between 11.8 and 11.86V. The 5V and 3.3V seem to be the more stable.
These ok?

As ive said A MILLION times before onboard monitoring is rubbish innacurate and useless.
Use a multimeter to test, I bet your rails are fine.

However, say those were actually my rails - would they be okay?

Yea they would be fine IF those were the actual readings. My onboard sensors told me my psu rails were about .15 less than actual.
