Ok heres the deal.
I have a MSi neo2 platinum, A 3500 Winchester chip and Gskill Very expensive 560 mhz 2-2-2-2 stock/2-3-3-10 amd ram
Useing MSi's core center, which is like soft fsb and more
It takes me 2.85 memory volts and 1.5 cpu volts to bring my cpu to 245 x11.With no errors in super pi 32mb challange
Strangly while going to underclock so I can turn my fans off I forgot to turn down the Fsb, I set the cpu volts to 1.34 volts and ram to 2.65 volts.
Oddley When i went to do super pi to make sure my computer was stable , i did a 26 minute one, like it was overclock, Which it still was!.Now i dont get it why is that after i Up the voltage, set it at a high clock, then bring down the voltages, the compenents dont need the power any more? And just to verify the voltages did change useing Mobo moniter
"Update"Darn I was planning for 3.4 ghz but the utitity only goes to 250 mhz.
I wondered if I came up to something new, If you only have to up the voltages to get a high clock, then have a program switch over the voltages to stock, or above normal, You could get some amazing clocks out of this.Without a Software Fsb program like this the boot ups are the most intentsive and you cant start up with high fsb's

I have to use 1.5 Volts to bring it up, And while forgeting to turn down the fsb i brought it down to 1.3V(which is actualy 1.44ish volts, but my bios records that wrong), Which is enough for 200mhz.
so 1.5 volts is like 1.4 volts reality. Its very strange i know
Update
I "hacked" core center
memory edited core center to do 500 fsb...It did it, but alas i locked up in a few micro seconds. unfortuantly trying to break some record useing tricks shouldt be done... and i dont wanna burn my winchester as I have no replacments.Strange thogh the memory can run on stock voltages after a initial startup voltage. My guess is its something to do wiht the stabiltrons inside the tccd setup

The MSI utility is only good for tweaking Vcore in windows, and then for me it reports it wrong.
To adjust settings for your FSB use this http://www.cpuid.com/clockgen.php
