It helps. My overclock went from 3.3Ghz to 3.4Ghz on stock cooling. (prime stable)
Yes, it's the same mod.

Dropmod is done to stabilize the VCore on certain ASUS boards.
As most will know, the VCore on their P4 boards fluctuates a lot under idle and load. The mod just helps gettings more stable voltages.

i have a winny system on a a8v delux... it has been nothing but a mind sore...
yes it is alot faster at gaming than the P4 "i run a 2.6 and a 2.8c both with the ihs removed @ 2.5 and 3.9ghz" but for every day usage i like my p4 rigs better... they multy task so so so much beter than the winny...
if you game go for it get a winchester
if you dont do alot of gaiming enjoy your P4 thier fast ass hell too...
i feel the all out thruput on the amd mobo/cpu setup is definatly faster/boot times are faster and harddive intensive tasks are faster... but try to do more than 1 thing at a time and your waiting for one task to finish before the next begins...
ive also spent about 2 weeks trying different bios settings after finding out that the stock setting will simply not run with my memory/mobo then after finding stability i began to overclock...
i run the asus a8v it seems that the MSI Neo delux is the best board to get... ill be buying one soon n see if theres a diff...
