Are you getting those voltages from bios? If you are don't trust them use a multimeter and see what you have at the plugs.

When my rig is running I'm seeing my 12v line at 11.90 in windows but when I check it with a multimeter at the same time its 12.20.

If you are reading from bios... that doesn't mean much. If not, it might be time to look for change. It may be the 6800GT that is draining it. If you do plan to change let me know by PM as I plan to get rid of this 1.5 week old Ultra-X connect. (getting 660W enermax baby :)) PSU will get to me friday :)

If those voltages are very similar with a multimeter grab a new PSU.
