to test a psu
Can I put the peice of metal to the green wire(power on) to any ground (black wire)?

Yep. Green to Black always works. Although, I killed a fortron with that method. Now it makes a little pop noise and starts to smell when I power it up. So be careful not to get the wrong wires or switch it off/on/off/on/off/on quickly.
