Never tried but for my experience high's agp values helps but in xtreme fsb, never tried with the purpose of raising mhz in vga mem cards...
the 3,3v line of your psu improves cuzz that vga feeds his mem's throught that line!

No, agp voltage makes pretty much no difference to the geforce2mx400s. It does make them a slight bit warmer I think though.
Try to get your 3.3v line around 3.45v or so, I havn't seen a lot of difference between that and 3.5v...
Btw, just as a side note for anyone interested, I have a feeling that the voltmod doesn't really do that much because the vreg is amp limited. I've done some tests, and the voltage to the core will be high in windows (2.56v) but once you start benching it just drops down. (2.36v) I don't think it is my motherboard or powersupply, so the most logical explaination is that its the vreg on the card. I am looking into modding/replacing that vreg though ;)
btw, try and beat my 3dmark01 :p:
