Is there a limit to how cold it can go ? If I can get a 20C temp drop from water block @ 30C : CPU@10C. Can I get the same 20C temp drop if hot side was say -120C ?( cascade phase change)

no, tecs stop working at -50/-60C, depends on the tec.

they dont just magically stop working, the lower the temp the less efficient they work, so if you want temps below -10C you should rather go phase change :)
