First off, install the Catalyst 4.9 Betas w/ Doom Fix (http://www2.ati.com/drivers/wxp-w2k-DOOM-HOTFIX-8-05-040727a-017086E.exe) or just place the atioglxx.dll (http://home.comcast.net/~shrmytoon/atioglxx.dll) (4.9 ogl driver ) file in your doom 3\base directory.
Next download this HUMUS Performance Tweak (http://esprit.campus.luth.se/~humus/temp/doom3PerformanceTweak.rar) and extract the oglprog folder to your doom 3\base directory.
Next edit your DoomConfig.cfg file located in the doom 3\base directory. Use can use notepad to edit it. Find the line that says seta image_anisotropy "8"(it may have a different number) and change it to equal seta image_anisotropy "0". save that file and close it.
Next go into your ati control panel and set your ogl anisotropic filtering to whatevey you want it at. you should be able to run it at 16 without a big performance hit.
This method has worked wonders for me and many others. anywhere from a 10% to a 40% boost in frames per sec.
