im looking use it to replace some insulation. I put one under water and it acts like neoprene.

Some of them are neoprene, some of them are made out of plastic, some are steel covered with a thin layer of rubber.

the cheap 15cent ones are made from open-cell plasticised rubber polymer. they will not act as good insulation. a good test is to breath through them; if you feel your breath, they will be no good for insulation.

the decent ones are closed cell foam. work good.

if ya can't blow air thru 'em they are closed cell.

I use them all the time to insulate my tecs. I get the $3 or so ones and put a towel over them and then Iron them to soften them up enough to pull the clothe covering off. I do not use any that are covered in a material other than clothe. 226w tecs, 157 x 2 tecs, 110w , etc and have never had any condensation to speak of. This is with max cold temps of -16c or so.
