Go to MSI's site and get the manual for the board. If it allows fsb adjustment then yes. If it doesn't then no.

If it's a HP OEM board with a 4mb bios i doubt he can do much... They often use low cost clock generators which makes fsb adjustments in windows nearly impossible.
