My plan is to get a new mobo (not sure wat 1 to get yet?)

You should just browse around motherboard manufactorers websites looking for boards that support your chips. When you do, download the manual and read it and find whether or not it allows you to change the Front side bus.
My suggestion would be to find the manual for your motherboard, and check that first of course.

-For the ram I'm not really sure to suggest.
-If you want a 256mb ati card wait until the x800xts or x800s come out and buy one of those.
-I wouldn't bother with anything more then air cooling on those cpus personally, its not worth the money investment in the cooling.

What advice do you expect without even specifying which motherboard you are using? 1.4 Ghz Xeons are snails - Willamettes. I would bet that the motherboard has NO o/c options whatsoever...

I think 1.4ghz Xeons are based on Xeon Technology and not Willys and are much faster than Willys. Dual Mobos won't have much options of oc as a single cpu mobo
