I just noticed that my voltages are at:
+12@11.75
+3.3@3.23
+5@4.92
is something wrong with my power supply or are these voltages ok?

Those seem low but, from what I've seen the IC7 series display lower than actual voltages for all 3 rails. Check with multimeter before throwing out more cash for a new PSU. The 3.3 rail is the easiest to mod.

That's what I heard also . I had no problem with my old AMD rig but as soon as I put in this Max3 board I noticed this problem.
Can be what oc-rookie said. Have you ever tried to mod your psu ? you'll earn in fsb clocking, most with the 3.3

No I have not done any mods to my PSU. I would rather not if I don't need to but I guess I will get a multimeter and check my rails. How do I do these mods if necessary?

I have just test my voltages with a mulitimeter and my rails are just fine. Seems to me that this board has way too many things wrong with it such as the vdimm problem. Maybe I will get the Asus P4C800 and throw this one in the trash.
