I have an ABIT IS-7 with 2.6c and 256mb ram
also tried using a 5600ultra and a ATI 7000, I can not get her to boot an image - monitor says ''no signal'' would that be multiple bad cards or problem with mobo?

all parts are new.... except the processor ... but even then I should still get a display and bios settings...

Unlikely to be two bad cards...
Does that board have any onboard diagnostics? (I miss my epox P80P)
Bad CPU is pretty unlikely as P4 are pretty indistructable unless you give them voltage abuse... which leaves us with bad motherboard, memory or PSU...
If you can swap your ram and CPU into soemthing else to make sure there ok.
Clear CMOS and do the other obvious stuff.
New build or has this been up for a whyle?

new build and I cleared cmos several times. I get the d14 and d21 leds onboard to light up - d14 lights green and d21 lights red
d14 is to show it is hooked to a PSU while d21 shows it has power coming from it and is turned on

you sure the cpu is good?
thats the look i get when i burn one of my chips...
if you have a pci video card they work great to test on too.that would tell you if the agp slot is gone or not if everything else checks out ok.
edit..yea p4's are not going bad very easy....
has to be something simple proberly.

Is this in the case or on the bench... try taking it out of the case and putting it onto the bench (on a phonebook or a stack of pron mags)

Thats normall, nothing to worry about.
I dont suppose you have a spare P4 board you can quickly test the CPU, ram and graphics in?

Bad board probably...
Tried another PSU (just to cover all the angles?)

id have to go along with holst first .. have you tried with the board out of the case ... as you stated it booted at frys so im wondering if you are shorting it out somewhere ... you say d14 shows power connection
