Your board probably got returned, and the last owner was probably putting thermal pasting on his video card on sloppily.

It looks to me like the left over flux from the soldering at the factory.... msot boards have it on there somewhere.... the area u pointed out is just above the AGP slot.. no?

The NF7 series has exactly the same thing.... nothing to worry about at all :D

that's definately flux.. every board has it...

flux is used in soldering to help the molten solder 'flow' more easily and attach to surfaces...
