My TwinMOS PC2700 did 205MHz CL2.5/3/3/6 and it used Mtech chips. Winbound are very good overclockers. Surprized your FSB even got to 230MHz mine tops out just before that :( MSI cheapo board :(

Vigour:
There is a option in BIOS called CPU Interface. It should be set to enabled!
And the other thing is that low multis will give you low mem bandwith... no matter how high your FSB is set.
And also check FSB/MEM divider in BIOS it should be 1/1 or 3/3...

Here my result although with PC4000 but at the same timings as you but also 225MHz FSB, my board won't do 230MHz :(
http://www.nvnews.net/vbulletin/attachment.php?s=&postid=253024 If i was you i would reduce the TRAS to 7, this is the best setting 6 peforms slower then 7 but faster then 8. I tried it at 11 with dual channel but it still wasn't as good as 7.

It cost me £50 for 512MB PC2700 along time ago before they even got PC3200 in :( still 200MHz is quite good for MTECH memory... what ever it is :D Winbound is some of the best you can get. You will find corsair use it for ALL of their high peformance DDR memory.
