Ok, if I chill a 'liquid' with a compressor say to -30C and use water blocks to cool off the hot side of the TEC, and the TEC has a delta of lets say 60 degrees would the cold side of the TEC reach -90C? give or take a few degrees? Thanks for any help!

not even close. It would be more like -10C if you're lucky.

Not true. If you can maintain a temperature of -30C on the hot side of the TEC under load you will manage to get the cold side to <-60C. You CPU will be warmer than that but it should still be quite cold!
